Portland Public Schools, Madison High School, Arleta K-8 and DaVinci Middle School DDC Upgrades

These three schools were selected to have their DDC systems upgraded as part of a comprehensive upgrade of facilities to improve energy efficiency using SB1149 funding. Dakessian Consulting prepared detailed plans and specifications for the three projects based on the updated guideline standards. All three projects were bid competitively. Bids were received within the engineer's estimate for all schools. The projects were all implemented successfully including new hardware and more energy efficient sequences of operation with consideration of improved comfort and ventilation. One innovative feature of the projects is their use of a sequence of operation graphic screen for each system. The graphic explains the program to the operator and allows them to adjust settings within the context of the full program without going into the programming files.

Salem Hospital, Building Automation System Assessment and Master Plan, and Building B Design/Build Support

Salem Hospital has the Johnson Controls Metasys and Siemens APOGEE systems installed in various buildings on its campus totaling over 1.3M square feet. Due to their age, some of the systems were approaching a need for upgrade. The hospital commissioned a thorough assessment of the existing systems and a new master plan to define the best path forward. The result of the analysis concluded that the hospital's best-interests were served by maintaining both systems on campus. This approach minimizes the total cost of updating technology, while allowing for competition on future projects.


The first major project in the master plan is the upgrade of Building B. This is a 460,000 sq ft critical care facility that includes both Metasys and APOGEE controls, along with many systems still on pneumatic controls. Dakessian Consulting prepared an RFP to select a Design/Build contractor. Johnson Controls was selected and as of December, 2017, is engaged in system design.

Portland Public Schools, Guideline Specification for Integrated Automation

Portland Public Schools issued an RFP to select a new building automation vendor. Drivers included modernization of technology as well as improved procurement flexibility. The Honeywell WEBs-AX system was selected because of its use of Tridium technology and the availability of support from three independent control contractors. The district recognized that having several contractors working on their system would lead to a confusing array of systems unless they established a comprehensive set of standards for the implementation of projects. Dakessian Consulting was engaged to develop a new guideline specification using the CSI format. The extensive specification covers every project phase including design, submittals, installation, programming and commissioning. The result is a consistent end product that allows district maintenance staff to easily operate systems installed by different contractors.
