ESPC Services


An Energy Savings Performance Contract can be an effective method to achieve facilities upgrades that pay for themselves through utility savings. However, ESPC is not a standard project method for most owners. There are risks and complexities associated with ESPC that most construction professionals are not familiar with. The following services are offered to ensure that you receive the best value from your ESPC project.


(1) Project Management Plan (PMP) Development

As with any complex project, a good plan is required at the outset to ensure proper management and to improve the chances of success. Dakessian Consulting can assist you in developing a plan that addresses the following: Project Goals; Project Organization; Procurement Plan; Risk Analysis; Schedule; Financial Criteria & Funding Plan; Communication Plan; and Change Management Process.


(2) Request For Proposals (RFP) Development

A comprehensive RFP is key to achieving results with an ESPC project. There are many issues to anticipate in drafting the RFP and the sample contract documents that will govern the work. Having worked on both sides of the ESPC process (as an ESCO and as the owner) Dakessian Consulting can ensure that your RFP addresses the critical issues and protects your interests.


(3) Technical Energy Audit (TEA) and Project Development Plan (PDP) Review

​The TEA and PDP are critical to ensure that the ultimate project is successful. If they are incomplete or inaccurate, your project will likely fail to meet your needs and expectations. It can become very expensive and time consuming to resolve issues later on in the Design/Build and Energy Savings Guarantee phases. Having an experienced third-party review can help to manage this risk.


(4) Design/Build and Energy Savings Guarantee Support

During design and construction, ESPC projects typically encounter conditions that necessitate changes to the project scope and design. These changes can impact the project financial pro-forma and must be managed to ensure that the final project meets your criteria. Once the project enters the guarantee phase, the ESCO will provide Measurement & Verification reports. These reports must be reviewed carefully to ensure that the ESCO is meeting their obligations and you are receiving the full value from your project.
